Windows: Unable to create an android emulator

      On Windows I am unable to create an avd through the avd creation screens in Studio. I believe this because Studio looks for or calls avdmanager which doesn't exist, on Windows it is avdmanager.bat, the calls that are logged in the console do work for me from command prompt though

      Steps to reproduce
      1. Ensure you are using the latest android tooling so you have avdmanager
      2. Open Window->Preferences->Studio->Platforms->Android
      3. Select Manage AVDs

      Error is shown in the Device dropdown Cannot run program C:/Users/ewan/AppData/Local/Android/Sdk/tools/bin/avdmanager createprocess error=2 the system cannot find the file specified

      Expected

      Should be able to create Android emulators
