Converge to use the same underlying debug protocol for V8 and JSC

      Description

      It appears to me that both JSC and V8 can use the same JSON-based debugging protocol to debug apps.

      While there are some variances between the two protocols, it appears that the underlying core APIs/concepts are the same between the two. Given that we currently rely on very old and dead chrome devtools plugins to achieve V8 debugging; and that I had to implement a JSC-debugger by hand for TIMOB-18836 we should look into seeing if we can further abstract the core APIs out to a common debug plugin and re-use it across the two platforms. Certainly there are some differences between how we connect and with iOS how we wrap the packets, but the actual messages look the same/similar.
