App Designer: Unable to open xml in App Designer view

      Description:

      When logged in to an enterprise account on either prod or preprod, when trying to open a view in App designer, it fails. It opens a blank window with: "App Designer is not available with the current plan." and also a "Plans Details" [sic] page. See screenshots.

      This occurs regardless of the "true" entitlement shown in my config:
      appDesigner: true,

      I was careful to log in and out, and to relaunch studio when changing orgs.

      Steps to reproduce:

      1) Log in to enterprise org in preprod
      2) Create a project
      3) Select the index.xml view file with a right-click and select open in App designer

      Result:

      I was shown a blank page and the plan page. On the poorly named "Plans Details" page I also had a warning about accepting cookies form Adroll. I opted out by clicking and attached the screenshot of that.

      Expected Result:

      App designer view opened
