"release":"true" is set incorrectly when packaging/publishing, so the UpdateManager will not work

      Description

      "release":"true" should not have quotes around the true. Currently when Studio packages up a desktop application and publishes it, it sends a quoted "true" in the JSON string for timanifest.

      In order for the server to decode the JSON properly, that needs to be unquoted so that it will be interpreted as a true, rather than a string. I do not know if that needs to have an uppercase T, as in True, or if lower case is ok, as I think PHP is evaluating for a bool of True.

      This prevents the desktop apps from updating, so UpdateManager is currently broken.
