Studio passes older sdk in the build command even though sdk version in tiapp has been changed.

      Description:

      1. Create any app with latest 3.3.0 sdk.
      2. Change the sdk in tiapp.xml to any other build.
      3. Build & run on device/emulator.

      Actual Result:

      1. In the console logs we see the previous sdk set being user rather than the new one.
      2. If you save & run the app again we see that it uses the latest sdk set in the tiapp.xml.
      3. E.g If I create an app with latest 3.3.0 sdk , change the sdk to 3.2.3 in tiapp.xml & build it, studio passes the 3.3.0 sdk as below:

      Expected Result:

      1. Studio should reflect the sdk changes made in the tiapp.xml
