Add filter to Content Assist to only show functions/properties that are available on the selected set of user agents

      Description

      The scenario is that a user may have selected iOS and Android as user agents, but they are presented with content assist proposals that are only applicable to one or the other. Suggest adding:

      • A set of radio fields to show CA proposals if a) no filter b) item is supported by all or c) supported by some
      • Add a note to the bottom of the CA popup indicating that a filter has been applied. This is most useful in the "no proposals" popup if there are items that could be shown but have been filtered out. it could even show the # of hidden items.

          This could be done in conjunction with the work to fix our user agent list being incorrect in Titanium Mobile projects (see related ticket about how we should be showing iOS & Android user agents in Titanium projects, not browsers)

          A new Content Assist preference page has been created. This pref page allows the active list of user agents to be defined by project nature. A global filter has been added as well which allows proposals to be: unfiltered, shown if they include at least one selected user agent, and shown if they include all selected user agents.
