Add ability to launch external terminal process with current environment settings

      Description

      When moving NPM packages to local installs as noted in TISTUD-5434, we've now made it more difficult to do a very typical debugging step, which is to retry the same procedure from the command line.

      You can still do so if you set your paths/environment up correctly, but this is very awkward to do.

      This feature requests that we make this easier by just launching an external terminal window (but not the terminal window inside Studio, that doesn't work as expected on Windows) that allows users to run commands the same as they would have done previously. You should be able to paste in a logged command from what in the Studio debug log, and see the output as before.

      If this is a duplicate of an existing issue, please resolve as such.
