Windows: Titanium SDK Path: use same path as CLI

      Description

      On Windows:

      Titanium Studio installs the SDK to C:\Users\ASUS\AppData\Roaming\Titanium
      Titanium CLI install the SDK to C:\ProgramData\Titanium

      Titanium Studio is not taking advantage of CLI support for installing Titanium SDKs.

      For instance, if a user runs 'ti sdk install -b 3_1_X', they will not be able to use the SDK from Studio.

      There are many possible solutions to this problem, but this is the most direct conflict.

      Please fix.

      Note: OS X and Linux currently have Studio/CLI parity.
