      This assumes that the project has not created a local repo or the local repo has no remote.

      1. Right click on a project
      2. Team > Create on GitHub...
        1. Name of repo
        2. Description of repo
        3. Organization you wish to publish to
        4. Public/Private radio button

      We should be proactive about seeing if we can test if a user has rights to create a repo within an organization, and if they have rights to make a repo private so we can alert them before the creation process.
