Android: License module is still allowing user to use the module even without the license.

Steps to Reproduce:
1. Run Urban Airship test application
2. The license module pop-up indicating License Violation
3. Send a push message

Actual Result:
Still get the push message

Expected Result:
Not to allow pushing the message
