Not a regression, happens in 3.1.1.GA

Note: it is not an Android 4.3 issue, was tested with Android version 4.0.4 as well.

Test steps:
1. Install and run KS> Base UI>Views> Web Views> Local URL

Actual result:
Refer to the screenshot- no image

Expected:
The apple logo image should be displayed
