Android Emulator: Python scripts async activities can intermittently cause multiple failure messages




      While investigating some android emulator failures, we encountered a dual error which we believe is related to the async nature of some areas of the python. There are two sections of code that when run independently and there is a failure, could conceivably both produce a build failure error. We encountered this:

      [ERROR] :  Project failed to build after 36s 146ms

      Steps to reproduce:

      Note: This will be difficult to reproduce. Here are the recommended steps:
      1) Build an android project for emulator using a new AVD (this will cause a timeout due to TIMOB-9153)
      2) Watch for the build failure


      Sometimes the build will fail, and some of those times, you will get two build failure notifications.

      Expected Result:

      No failure, but if so, a single notification of the failure
