      Description

      This is a regression. I don't see this issue with appc cli 0.2.276
      Steps to reproduce:

      1. Install appc CLI 0.2.282.
      2. Create an app for android and ios platforms.
      3. Go offline.
      4. Package the app for both android & ios.

      Actual Results:

      1. We can package successfully.

      Expected Results:

      1. We should not be able to package as we are offline & production builds should fail.
