When registry is down or a user is offline, appc use should have some functionality

      Description

      Currently if either registry is down, or a user is offline when they attempt to run appc use then they will be met with one of two errors. They are as follows.

      Registry down

      Ewans-MacBook-Pro:Appcelerator_Studio_Workspace eharris$ appc use
      Before you can continue, the latest Appcelerator software update needs to be downloaded.
       
      Finding latest version ...\
      The version specified  was not found
      

      Offline

      Ewans-MacBook-Pro:Appcelerator_Studio_Workspace eharris$ appc use
      Before you can continue, the latest Appcelerator software update needs to be downloaded.
       
      Finding latest version ...
      Server responded with unexpected error: Error connecting to 8d2938f67044d8367d468453b5a6c2536185bcea.cloudapp-enterprise-preprod.appctest.com (not found). Make sure you are online.. Please re-try your install again. If you continue to have this problem, please contact Appcelerator Support at support@appcelerator.com.
      

      In either of these situation the CLI should print out the list of installed versions on the machine, or some message that is actually useful to the user.

      Steps To Reproduce

      1. Turn your wifi off and unplug any ethernet cables

      Actual Result

      You will see what is detailed in the offline section above

      Expected Result

      It should list the versions installed on your machine, or some sort of error message related to being offline
