Better error messages when the server is down

      Description

      Since the production security/software servers are down at the moment, it was good to see what different CLI commands are reporting when that happens.

      The expected response is the last one I got. I know it's difficult to control what the server returns at different stages of redeploying services, but we should try to make them informative or at least not confusing like The version specified was not found.

      appc use latest
