Daemon is not shut down when downloading a core via appc use

      Description

      When running appc use the daemon should be shut down, this works (mostly) fine when running appc use with a version installed but when running appc use with a version that needs to be downloaded this does not occur and the previous version of the daemon is running.
      This is an issue for when users need to update the daemon for tickets like CLI-1363

      Steps to reproduce

      note: The versions here don't necessarily matter, this should be ran with Studio closed so that Studio doesn't try to instantly start the daemon when it is shutdown

      1. Using CLI 7.1.0 appc use 7.1.0, confirm that the daemon is started using appc appcd status, if it is not running start it with appc appcd start
      2. Switch to CLI 7.1.1-master.2 {{appc use 7.1.1-master.2 }}
      3. Confirm that the daemon has been stopped appc appcd status
      4. Remove CLI 7.1.0 appc remove 7.1.0 --force
      5. Start the daemon appc appcd start
      6. Install CLI appc use 7.1.0
      7. Once the CLI has installed check the daemon using appc appcd status, the paths will be pointing to 7.1.1-master.2

      Actual

      At step 3 the daemon is stopped
      At step 7 the daemon is not stopped and is the 7.1.1-master.2 installed version

      Expected

      At step 3 the daemon is stopped
      At step 7 the daemon is stopped
