Prompting for project details during arrow app creation broken on Node 10 on Windows

      Description

      When using Node 10 and running appc new -t arrow the process stops after entering the name into the prompt, if I provide the --name flag then it will work.

      This looks to be an issue with the inquirer/appc-inquirer version being very old, we should update this (looks to be done by greenkeeper already in the appc-inquirer repo) and publish a new version

      Steps to reproduce

      1. On Windows with Node 10 run appc new -t arrow
      2. When prompted for the project name, enter it and hit enter

      Actual

      Command flow stops

      Expected

      Command flow should continue
