"appc ti -v" should not require login

      Description

      Currently appc ti -v requires login, which it should not since you should always be able to get the version, just as you can for appc alloy and appc acs:

      Fokkes-MacBook-Pro:~ fokkezb$ appc alloy -v
       
      1.8.7
      Fokkes-MacBook-Pro:~ fokkezb$
      Fokkes-MacBook-Pro:~ fokkezb$ appc acs -v
      1.2.0
