Edit PHP Executable page attempts to save php.ini when no changes were made.

      Description

      Followup from APSTUD-7160:

      The Edit PHP Executable window tries to save the php.ini when closed regardless of if changes were made. This prompts a warning on Ubuntu as the php.ini file and location are write protected.

      Steps to reproduce:
      1. Open PHP Interpreters options page (Preferences > Titanium > Editors > PHP > PHP Interpreters)
      2. Edit an existing PHP Interpreter.
      3. Click Ok.

      Expected result:
      As no changes were made to the php.ini no save should occur.

      Actual result:
      Saving Error: Error saving

      {path/to/php.ini}

      You might not have permission to save this file.
