FTP: Changing file permissions in properties window does not change the permissions on the server

      Description

      When browsing on a remote ftp server, changing file permissions in the file properties window does not execute a chmod command in the ftp console and does not make changes on the server.

      To test:

      1. Connect to a local or remote FTP server (I used the built-in server on OS X)
      2. Expand the site in the Remote view
      3. Right-click on a file. Change the permissions to something different.
      4. Save the properties. Note that the file permissions do not change on the server.

      Note that this does work with the SFTP protocol.
