BadLocationException in TextUtilities.computePartitioning leads to CPU pegged at 100%

      Description

      1. Copy/pasted a large amount of content from one SDOCML file to another
      2. See "Delayed Presentation Reconciler" hanging out in my progress bar, and both cores are at 100%
      3. Debugging, find out that in CommonPresentationReconciler.createPresentation, computerPartitioning is returning a BadLocationException(), and then that results in processDamage() never actually doing anything, so damage is never updated to a new value and the while loop works endlessly.

      I think this may have something to do with some WST conflicts for XML-type editors, but even then, we should be able to handle this situation more gracefully.
