For all internal metadata files (assume CSS, HTML, JS, etc), we should allow for an internationalized version. We assume that the internationalized version is a complete copy of the original, with translated strings where appropriate. Suggest that the infrastructure look for file_name_langauge_code.extension first, and then fall back to the English version if not found. It would use the platform locale as specified by Platform.getNL().
Assume we are looking for html_metadata.xml in French
- First look for html_metadata_fr_FR.xml
- Then look for html_metadata.xml
